Good Morning, Evening, Afternoon,

Just a quick overview about my situation. I am currently serving in Japan and my wife is a Filipina. She moved to Japan in June and we live on base together. We have tried to obtain a tourist visa twice but got denied because the embassy in tokyo said she has not lived in Japan long enough. Not sure if that is even a valid reason. I contacted my State Rep.(South Carolina) and said he would follow up. They did and told them the same reason and he was pretty confused. He told me to email him when I mailed off my I-130 and they would write a letter to try and speed up the process.

I am currently getting ready to mail off my I-130. I have everything they have asked for, but I was wondering do they need the DS-230 now or at the interview? I have read two seperate things.

I appreciate any help on this.

Send first the i-130. DS-230 is after the AOS (1-864).
