The letter states the petition was approved on 11/29/11 and will be forwarded to the consulate. How long should I expect to wait? Will the required paperwork be sent to my fiance?

It took about a week for me to get my MNL #. You can call the NVC to see if they have your case yet. (have your USCIS case # handy.) When you are issued the MNL #, you can go ahead and start on the rest of the process. You don't need to wait for mail from the USE. Here's a link with more info about requirements. Good luck!

I'm not sure what an E-1 visa is, but for a K-1 visa the case, after approval at the USCIS office is forwarded NVC. It usually arrives at NVC within 2 weeks and once it is processed at NVC, it seems to leave for the consulate within a week. Once the case arrives at the consulate they will send the foreign fiancé a package of paperwork usually termed "packet 3". The contents can vary from country to country. It would be best for you to get onto the Philippines portal on visa journey. Each country specific portal usually has the information in regards to what the packet contains and what to expect.

At this point in time I would be gathering proof of your continuing relationship (ie. phone records, chat records, letters, pictures, plane tickets, passport stamps, etc) and also getting to together your I-134 affidavit of support for yourself and your co-sponsor (if you have one but I believe I heard the Philippines doesn't accept co-sponsors). All of this info will need to sent to your fiancé so she can bring it to her interview.

Beyond that, like I said previously, check the Philippines forums and portal; there are usually a lot of posts and there are more than enough people that are willing to help you that have went through what you are. :)
