how long might you be there, in Dubai?

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.

If you are going to be there for more time then it might create problem, as you run into situation with police certificate.

That is what I am thinking.

Faisal,

There may be some complications going to be raised. If you are planning to settle in Dubai for better Job, then theres no point of you even applying I-130, its for people who would want to settle in USA.

And even with getting your visa approved (Inshallah), you would HAVE to be in US every 6 months, otherwise you risk yourself in loosing your green card.

Hence please make a wise decision.
