Your daughter is eligible for a derivative visa based on the petition your husband submitted for you. When your priority date is current then both you and your daughter can submit visa applications.

If your husband becomes a US citizen and upgrades your petition then your daughter will no longer be eligible for a derivative visa, and your husband would need to file another petition for your daughter.

She must be under 21 at the time your priority date becomes current in order to qualify for a derivative visa. You can apply for her visa at the same time you apply for yours - you need to fill out the same forms for her and pay the same fees.

Unless the daughter lives in a country where they permit children to travel on the parent's passport then I presume your daughter will need her own passport, and the visa will be placed in the passport. In either case, she'll need a passport for the consulate to put the visa in.
