case closed? but pending rfe???

this is so confusing. i received an email from nvc asking me a police clearance. now i dont know wc one they are asking if it is nbi or police clearance. i only include nbi on my packet because on my understanding, police clearance are only for those who lived abroad for the past 6mos starting 16 yrs of age. But here's the thing, I went to school in Manila for college when i turned 16 so i put my address in my DS 230. Now they said on the email that a gap exist in my residence history. and below of it is instruction in obtaining police cert. so what do i need to do? unluckily its my flight tom goin back to the province coz i had my advance med here. i don't know what to do now, if i will not just go home yet and get that PC here or they need another nbi coz maybe they misplaced it. my hsuband is busy at work but he will call later about it, but i think its holiday in NVC. Here's another thing also, when I was trying to sign in at the payment portal it says SIGN IN FAILED i check my mnl case number and IIN it is correct. what does this mean now? case closed? but pending rfe???

The PCC (Police Clearance Certificates) are required from Local Police and from Passport Office (It may vary slightly for each country) from the time you becane 16 years till now provided you stayed more than 6 months.

Generally NVC closes the case and sends the case to the consulate for interview and sends the interview letter to you to submit the PCCs at the time of interview, which is the reason why you got a SIF (Sign in failure).

I suggest that you call NVC and get clear picture fo the status of your case.

01/08/13 - Approved and GC is order for production on 1/8/14

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

I don't get you fully well but I suggest that you fill the DS-230 with full details of your stay from the time you turned 16 years till now correctly leaving no gaps - don't show the trips/ stay below 6 months in that list. Fill DS-230 part II also but don't sign the part II. Without full details, this is the best advise we can give you.
