Hi everybody..i am a newbie so to speak. I am pending for IR-1. We received our NOA 1 June 23.

Anyhow..my 5 year tourist visa expired last april 2011. Which is a shame coz I could have easily visited my husband while I have a pending petition...

My question...With the US Embassy manila's new visa reissuance program.. I was thinking of renewing my tourist visa to go visit my husband while Im on petition ..What are the pros and cons? Would this be possible?

Unlikely with a pending petition. If you had a visa its also unlikely you would be allowed entry at the POE due to the petition. Just too much fraud in the past.

Only way to really know is spend the money & try.
