I only recently get my NVC case number and get it converted to electronic processing with a new case number. I have yet to see my AOS fee invoice showing up and instruction email from NVC to arrive. But I decided to send in the DS-3032 anyway.

Well I got the response saying my case is now going through "Additional Processing". I hardly have started yet and have not really sent any document in yet. What does "Additional Processing" mean at the NVC stage. Will it mean exceptionally long delays?

There's a few options on what this really is - Pick one or more:

1. K-1 visa chasers sufferred 'additional processing' timetick /timelag at NVC these last few months - it wasn't anything related to namechecks, IIRC, and instead of just 'we're working on the file, to bundle and send on', NVC added a timetick of 'additional processing' for K-1 visa chasers. It sucked, as normally, elsewhere (like at the consular level), 'additional processing' means the namechecks weren't complete.

2. Could be NVC just isn't ready to start processing on yer casefile yet, there's some backroom ops going on, regardless; I'm thinking the backroom ops have slowed down over the last few months on *R-1 visa chasers, based on what I've been reading here about massive time lags between 'casefile leave USICS' and 'NVC open casefile to generate the IIN' What used to be 2 weeks is now 6, on this span between these 2 time ticks.

3. Perhaps something popped up on one of the namechecks, and has pegged the casefile for additional scrutiny. Whilst this can happen at any stage, is rare. See http://www.usaimmigrationattorney.com/SecurityNameChecksAndAdministrativeReview.html for the backgrounder on namechecks and stages, staging.

Now with all of that said -

wei - ya just don't send in the DS-3032, if'n you wish to use NVC Electronic Processing. You must OPT IN. The DS-3032 is PART of opting in, a small subset of the OPT IN process.

Don't OPT IN until you have the AOS fee bill in yer email. Let's assume for the moment you don't - so on yer calling patterns into NVC, ask for the AOS fee bill to be generated and sent to you via email - once you have it, moments prior, NVC turned on the switch and yer ready for NVC intake. EP is a bit different, but I'm thinking you've studied up on that for a bit, whilst waiting for the I-130 to be approved, yes?

For now, chase after the AOS fee bill, use the telephone, call into NVC, get a Human.

Good Luck !

That's where I think I may have done wrong. Once I get the GUZ number (the non-electronic case number) and the IIN number I immediately send in the OPTIN email with the email message body and also with the DS-3032 attached. I did not wait for the bill to arrive. They were quick to switch and assign me a GZO number. Now I am stuck when I log into the payment center and it says "not invoiced".

Is there any particular reason you have to wait for the bill to do OPTIN?

ok - maybe this is procedural glitch on their part.

try logging in with the IIN and the GUZ # , then again with the IIN and the GZO #.

If neither works, ask for new AOS fee bill on the GZO #, on Monday.

Waiting on the GZO # is a parallel stream, for EP, not affect much at the payment portal,

but usually within a day NVC will 'rehome' yer casefile stuff in the payment portal so you'll log in with the GZO #.

Usually.

When attempting to logon using the old GUZ case number and the IIN, I got a database error, it doesn not say invalid case number or anything, but database error and ask me to try again. When attempting to logon using the new GZO number and the old IIN number (I don't have a new one) I can get in, but then it says "not invoiced".

I will talk to them on Monday to see what's going on.

Sorry. I called today and to no avail. They say they are still switching my case from paper processing to electronic processing and they are not read to send me the invoice yet. Have to wait till this Friday at the earliest.

I doubt that is the reason. Some other folks got switched to electronic processing right away and is able to pay the bill right away. But anyway at this point I can't do anything but wait.

Still no luck. I sent an email asking they to 1. confirm receipt of the DS-3032, 2. invoice me for the fees. I then got a response saying "This petition is now eligible for further processing" and that they are going to send a package to me with instruction. I have no idea what that cryptic message means. I guess I will just have to wait.

Still do not have my AOS and IV fee invoiced, even though I had the invoice number for almost two weeks now.

But I solved one of my previous puzzles. In response to my email re-submitting the DS-3032, the response says the case is "undergoing additional processing". Yesterday I got another email, obviously in response to the same email which I re-submitted the DS-3032. The second response email says my case is now "eligible for further processing"

So "additional processing" probably meant they needed to handle my second submission of DS-3032. I guess the lesson is do not re-submit anything unless you are absolutely sure they did not get it, and they explicitly requested the file to be re-submitted.

Still no luck so far.

So it's bee two full weeks since I obtained the NVC case number and an invoice number, but still I have got no instruction package nor the AOS fee invoice.

Any one else who has experienced such a long delay? It seems to me that most people get their invoice on the same day or 1 or 2 days after they get the case number.

Let's see if the problem gets resolved next week.

I speculate that I did something which negatively impacted the sequence of things.

Upon obtaining the GUS number and invoice number. I immediately requested to switch to electronic process, and send in the DS-3032 as well. I did not wait for the NVC email which would have contained the bar coded DS-3032 and the AOS invoice. Probably I should have waited. But upon my request they immediately switched me over to a GZO case number. So any procedure that would have been done (email me the instruction set) under the old GUZ number, is now not done. And the agent who switch my case files over to GZO probably assumed the email had been sent out.

Will keep calling them until this is sorted out.

Finally there is light at the end of the tunnel.

Today I get an error message trying to log onto the NVC payment portal. According to some, this is expected when they try to manually enter the invoice. Once the invoice is entered I should be able to log in and pay the bills.

Still nothing.

For the past two days I could not log onto the payment portal. It simply says. in red text:

Sign In Failed

•Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. Please click on the Contact the NVC hyperlink if you believe that you have received this message in error.

It's now really getting into my raw nerves. I got P2 in early July, waited a while month for a case number to be assigned. Now it's been almost three weeks since I got the case number AND the invoice number, yet there is no invoice that I can pay to move to the next step.

Any one else experience such a long delay between getting a case number and actually seeing the invoice?

The misery continues today. I got another email response. This one saying that my DS-3032 package and the AOS bill is being sending out, and it asks me to wait 2 to 4 weeks. WHAT? They could easily turn a switch and I could receive it in a few seconds. It's ridiculous I have to wait another 2 to 4 weeks while every one else pretty much gets the invoice once they receive the case number.

Maybe I should get the help of my Congressman.
