You send it to USCIS.

It says it right in the instructions on the USCIS website

" If your case is pending, submit your Form G-884 to the USCIS district, suboffice, or service center that is currently processing your case. If a final decision has been issued, submit the Form G-884 to the USCIS office or service center that took the last action on your case. See the form instructions for more information. "

Okay, but what does this mean??

He was approved on a K1 and the docs were not given back at POE.

Does that mean she sends the request to the USCIS service center that approved the K1 Petition?

When you enter the USA with your packet you stop at CBP. CBP processes the papers and forwards them to the local USCIS office of where you will be living at. You need to know what office he punched into the computer and where they were being forwarded to. That is the USCIS office you need to request the documents from.

If you don't know what it was he put in and are not clear on where they were sent to then yes you send it to VSC if that is where your papers were originally processed.

POE was miami.. a letter was received to my address/house about 2 weeks after my parents were admitted and said they forwarded the documents to USCIS..but truthfully nothing is sent. it is filed at the embassy.
