Rio de Janeiro consulate stopping DCF?

I recently wrote the Rio de Janeiro consulate by email about a question regarding the residency requirement for an immigrant visa petition and in their reply they also stated that they are no longer accepting petitions starting August 14, 2011. Has anyone else heard about this? I don't not see anything about this anywhere else and no announcements on their website. They wrote that it would need to be done at the USCIS, but I do not see an international office in Brazil.

its been posted and talked about A LOT recently. It is true no more DCF for a lot of countrys.
