So can anyone please let me know from experience if i can send a proof of domicile to nvc by e-mail even if my country is not doing electronic processing because they told me that u can and when i spoke to them today they told me i can not so what is the correct procedure anyone know my case is just being delayed because of lack of correct information

If your country isn't eligible for EP, then you can't email in any documents. Snailmail only.
