Questions on filing N-400 Expedited Naturalization via 319b

I have a question regarding filing N400 via 319b.

Has anyone tried to file N400 via 319b WITHOUT enclosing the fingerprinting cards? I've checked the USCIS office in Beijing. They said they wouldn't do it unless I work for US government or I have the request letter from US Immigration. So can I file the application WITHOUT my finderprinting cards? Are they going to send me the request letter?

Fingerprints are required as part of the naturalization process.

It sounds like the Beijing office gave you the circumstances where the fingerprint cards are not required. If those don't apply to you, then you will need to have the fingerprints done..
