i have just recently received packet 3 from bangkok with regard to my cambodian fiance.

among documents it requests is a marriage certificate.

if she has never married, does she need some kind of paper that states that she has never married?

it all depends upon the countries. some countries do have docs showing non-married status in his//her county office. if in combodia it is not issued then no need to provide such doc.

If you are refering to the document checklist that is enclosed in the paperwork, it does have marriage and divorce certificates on the list, however if niether apply then you do not need to have them. The checklist is a general form sent out for several types of visas, so if that is why you are thinking you may need it, you dont.
