Bring a parent for health reasons

We have a friend that is trying to bring her mother to America for medical care. It sounds like she has some serious health issues and isn't able to get reliable health care in her country. Does anyone know how someone brings their parent to America for these reasons. The friend is a LPR in America for three years, with a husband that is U.S. citizen. She has been having difficulty with the embassy allowing a visit in excess of three weeks. It is apparent that the mother needs some long term health care.

Any suggestions or refrences would be greatly appreciated. I don't know if it matters, but the country in question is Ukraine.

she would need to be a citizen to bring a parent here... you say she will need major heath care do they know how expensive healthcare is for over 65's who dont qualify for Medicare... and most insurance will not cover per-existing conditions...

I hope they find a way to help their parent but I know it is very hard to do as I am looking to bring my parents here in the next 3 years...
