I am waiting on Police clearance certificate (PCC) . I paid both AOS($88) and Packet-IV ($404) fee. At this time should I wait for the Police clearance certificate (PCC) to arrive before sending both the packets or I can send the packets without the Police clearance certificate (PCC) with the cover letter as "I am waiting for it" . So the process continues and once I get the PCC I can send that? What should be more effective to make use of this time while I am waiting on Police clearance certificate (PCC)?

its up to u if u want to wait to send everything in...

personally i would send in the AOS packet since u have everything u need on it...

and then once u have ur PCC then send in ur DS230... otherwise they will review ur DS230 then issue u an RFE... either way...

u will have to wait for SIF...

so its ur choice...

WAIT to send the DS-230 until you receive the PCC. Send in a COMPLETE packet. Just as digital82 said... you WILL receive an RFE (Request For Evidence) if you don't send in ALL accompanying docs required with the DS-230.

In actuality, you will certainly cause yourself further delay if you don't send EVERYTHING asked for all at once. Remember: if you get an RFE and later send in the PCC... NVC will tell you they need an additional 20 days (standard answer) to process it. AND... it can be longer.

I would recommend you send in the completed AOS (I-864) WITH all the required docs (for the AOS). And hold off on sending in the DS-230 until you receive the PCC. YOU DON'T need to wait for SIF (Sign in Failed) on the payment portal to complete and send in your paperwork. BUT, you DO need the barcoded cover sheet to accompany your packets when you send them in.
