Open Packet!!!!!!!! HELP

So I posted a ouple days ago that my husband's packet got opened, most people said that he'll just have to go back to the consulate and they will reseal it. I also read in other American Consulate websites that if that happened the packet needs to be brought to the consulate and they will go through the documents and reseal it. Well, he called today and guess what was their response. just put tape over it you'll be fine. really? I know it's his fault but tape? I called and the guy said that if he brings it back that's all they'll do anyways, put tape over it, so he might as well do it by himself. I told him that they won't let him in with a taped packet so he'll pay over a thousand dollars for his ticket only to be turned back when he gets here. he said well those are the rules. I said the rules are to bring it back to the consulate and they'll reseal it because that's what's written on other American consulate website, I can't imagine that only the Morocco one seal it with scotch tape. so he told me to call back tomorrow. I don't know what to do ??? Anyone from Morocco who had the same problem???

02/08/2011 - Sent USCIS our RFE

02/10/2011 - USCIS Received the RFE

03/22/2011 - NOA2!!!!!!!!

03/28/2011 - NVC received our Petition

04/05/2011 - NVC Case Number Given

04/07/2011 - Paid AOS

04/16/2011 - Paid IV
