Not exactly. The property owner may be able to decide to tow it but that doesn't mean he will be able to collect towing costs from me. And if he fails to return my car, that would be considered theft. You see, fuel efficient car is not an absolute term. As has been shown in this thread, almost everyone can point to a car that is less fuel efficient than theirs so most people can argue that their car is fuel efficient.

And I'm not just throwing dust in the wind saying it's a gray area when it's really black and white. A hybrid pickup truck, for instance, could be considered a fuel efficient car but it loses out to a standard mid-size or compact when it comes to actual miles per gallon. A prius is pretty fuel efficient unless you compare it to a volt.
