number 8 on the form I 134 says:

"The ff persons are dependent upon me for support (Check the box in the appropriate column to indicate whether the person named is wholly or partially dependent upon you for support)"

My fiance income is from his SSDI. Because of his disability, his minor dauther receives SSDI as well. Shall we put the child as a dependent or we can just leave it blank or put NONE? If yes, shall we choose wholly or partially dependent?

I would say yes, include the child as a dependent.

Does your fiance submit a federal income tax return every year? If so, does he name this minor child as his dependent on those tax returns?

In any case, I agree with Rene's answer, the answers to the above questions might confirm that answer.

Your fiancee's son is his dependent. If he is not his father's dependent, then who's dependent is he? If he is living with your fiancee and he is a minor, then he's your fiancee's dependent.

A person on SSDI usually does not have to file a tax return because the person doesn't meet the minimum required to file. Not listing a person as a dependent on a tax return does not mean the person is not a dependent for immigration purposes. Listing the person on the tax return is pretty conclusive that the person is a dependent for immigration purposes.
