First of all congrats on NOA2 and you need to chill. You will get hard copy in a week or so. Now your fiancee petition is sent to Mexico to us embassy and you will be notified about packet 3. If she has not had all childhood vaccinations then yes she may need some. The translation will need to be done but I am sure more experienced people who know more about Mexico will help you.

Hi, congratulations on your NOA-2! Well, call NVC in about 2 weeks to know if they have received your case and have forwarded it to consulate. If so, ask for you case # and Invoice #. Once it arrives consulate, it takes between 3- 6 weeks for them to send you the appointment letter.

When you get that letter , you must fill DS-260 form out online and are also able to schedule appointment to ASC (for fingertprints and photo)and consulate interview and select a DHL location in which you want visa be delivered. You can do this process whether online or by phone.
