From my reading of the I-130 instructions, your wife's birth certificate is not needed now. However, the NVC will likely ask for it once they receive and start working on your file.

Since your wife does not have one, I will refer you back to this portion of Pushbrk's most recent post to what she has to do in order to obtain it:

Right, the birth certificate for the alien spouse is not needed until the NVC stage. They don't expire though, so might as well get it now. One further thing. If you do electronic processing of the case through NVC, the USC never needs any actual Notarial booklets. You only need emailed scans. Just make sure the pages are in order and that all pages, even the title page are submitted. The original Notarial documents will be taken to the Interview. I recommend three originals of all Notarial Translations. Additional originals are cheap and may be needed later in the USA for various purposes. We haven't needed our extras yet.

The nearest Gong Zheng Chu (公证处) that does translations. It's a big city, so there are many of them. For some documents it needs to be the one in your Houkou.

My wife is in Beijing now but her "Hukou" is still in Liaoning province. Would someone please give us detail instruction on which document has to be translated and notarial in Liaoning(Hukou address) and which document may be translated and notarial in Beijing?
