My fiance got a letter from the NVC saying her application was forwarded to Montreal on the 12th of July. We still haven't received packet 3! I need to leave the country to go back to the states next month and I am worried she won't be able to come with me. We only have enough money to move once and my stuff is in limbo.

Are we frakked?

She might not get to come with you, thats a pretty tight deadline and scheduling an interview can take some time. But like the post above me says, you don't have to wait to physically receive the packet 3 - so get your packet 3 stuff together and send that out ASAP!

You don't actually have to wait to receive packet 3 in the mail o respond back to it with the documents.

Just call DOS (202-663-1225) and make sure it was sent out .. then visit the Montreal Embassy site to see the list of what you need to send in and do it!

We saved a lot of time by doing this ourselves ...

This. I never ended up getting a packet 3 (although my fiance, the USC, did a couple of days after I got packet 4  ).

Wait, so I can send in all the forms in the packet before the packet shows up? What about the DHL Registration?

My fiance said that the links for some of the forms she was suppose to download were down. What do we do then?

Uh ya, if you think that you can get the packet 3 and packet 4 and an appointment that quickly, you are frakked, sorry. All appointments are booked until the end of November and there haven't been ANY available appointments for about 2 weeks. She will absolutely not be going with you, sorry to be so bold, but there's no possible way. I would make alternate plans now for that move.

But definitely start getting all the Packet 3 requirements in order so that you are ready to shoot the checklist back the day after you receive it.

Montreal is a 3-4 month wait once you're able to book an interview.

Well this is just perfect. Neither of us has a job and it's going to be nearly impossible for one of us to live on our own in an apartment while we wait for this. I really wish one of you with jobs could trade places with us.

You can educate yourself about timelines and see trends here : http://www.visajourney.com/timeline/

Your expectations are unfortunately very unrealistic. Everyone has their own ordeal. Gotta make it work somehow. Keep in mind once you have scheduled your appointment you can keep looking for an earlier opening. Once in a while they will release a few. The better prepared you are, the more flexible you will be to snag one.

Montreal is a slow consulate and every applicant here can confirm most thing you mail them sit for about 4 weeks before they do something with it.

So, even if you were to find out your packet 3 has been mailed and were to mail your package tomorrow ASAP, you still have a month to go before they process it and mail/log your Packet 4. Then only will you be able to make an appointment with the consulate and schedule your fiance's medical. Your consulate appointment will be at least 2 months away when you can book it. After you appointment, should you be approved on the spot, you will most likely not receive your visa before a couple more weeks. So I'd be tempted to say you have another 14 weeks to go. That's 4 weeks for them to treat your Packet 3, another 8 weeks before an available interview and 2 weeks to receive your visa.

I wish you the best. Hang in there!

Edit : Go Coconuts!!! Glad you set a POE date :)
