My fiancé had interview last week. Consular provided him a letter stating that case has been temporarily refused for further administrative processing. Any one please explain me what that means.. ?

Administrative Process is very common for applicants from Pakistan. Both men and women are put through this process and your case is not 'refused' refused but the Embassy will wait to release their decision on the status of the visa until the name checks etc are completed. Check this thread: http://www.visajourney.com/forums/topic/145739-ap-tracker/

Also, there is no time limit to these checks. Depending on how common your fiance's name is and whether it raises any flags, one can only hope for a swift process.
