We haven't received our NOA2 for I 130 petition yet. Can we get our Police certificate now? Or do we need to wait for paperwork from NVC stating we need a police certificate?

you're right at 5 months hope the NOA2 comes soon. You can get the police cert. now yes but being that your case isnt approved i'd wait. the NVC will instruct you to to down load general information that needs to be gathered for submission once the visa fee is paid. The police dept. will process u for the cert. when you're ready.

Oct 25 2012 - Sent AOS/IV Package
Oct 29 2012 - Pkg Delivered
Dec 24 2012 - Case Complete
May 17 2013 - Interview-Approved

July 19 2013 - Enter the USA

Personally, I would get everything prepared to get it, but wait till you have NOA2 in hand - especially in light of what has been going on in JA and people have had to get an updated police record (more money)
