Police Report from other country

Timeline

Currently my Fiance lives in the UK. Over the past 6 years she moved to Indonesia for 13 months, then back to the UK for the past 16 months. We have contacted the poilce stations in Indonesia for a police report, and they say she cannot have it done without going back in person and getting her photo taken at the station.

Here is what is on the US Embassy website about the subject of police report in Indonesia:

Unavailable for applicants inside and outside Indonesia. Indonesian police certificates require initial processing at a local or village level, which is nonstandard in nature, can be subject to capricious decisions by officials and may require nonofficial payments to proceed further. (in other words a bribe)

We are getting close to our deadline, and do not have a way to get her back to Indonesia just for this one thing.

Is there anything we can do?

I'd try to talk to somebody in person at the Indonesian embassy in the US to see what they say..if that is at all possible for you..I am in a similar situation, my fiance is from Venezuela, but studied for years in Spain..He went to the Spanish Embassy in Venezuela regarding this police report (he had moved to Venezuela and did not get it in person). They told him that some countries have treaties in which you can go through the embassy to get it. However there was no such treaty between Venezuela and Spain. In my fiance's case they told him he needs to have somebody he knows in Spain write a letter requesting the permission (I'm not sure on the particulars) and once permission is granted have that person apply for the police residency record (or whatever they call it) on his behalf..Ask if there is anything like that and hopefully your fiance knows somebody in Indonesia, if not nevermind! good luck

I think this has been discussed before. The USEM won't be needing the police certificate for Indonesia. Please confirm with the consular by email to be sure. Good luck!
