SSN for H4 visa holder?

Timeline

Does anybody know if an H4 visa holder is eligible to obtain a SSN? Or better, since they are not allowed to work and therefore to obtain a SSN unless they have a valid non-work reason to apply, what can a valid reason be? I was told by the SSA phone operator that school enrollment is, but then I checked the SSA website and it says that to go to school you don't need a SSN.

Unfortunately H-4 cannot apply for EAD thus cannot use work as a reason for SSN.

What do you need the SSN for?

My husband lost his SSN a few months back. He got it when he was on F1 years ago. Well he was on H4 and tried to get a new card but they said he wasn't eligible for one. So even if you have a SSN, you can't get a card if you're on H4. Luckily he just got his H1 approved anyway, so he'll be able to get the card now.
