Here's a pasted excerpt from the directions in the I-864A if it helps.

If you are the household member completing this form,

but are not the intending immigrant, check box ©, and

check the box below that describes your relationship to

the sponsor. If you check "dependent," you must be listed

as a dependent on the sponsor's most recent Federal tax

return. You do not have to provide proof that you have

the same principal residence as the sponsor. If you check

any other relative except for spouse, you must provide

proof of the relationship and that you have the same

principal residence as the sponsor.

ok cool, so he can go to the local town house and get one if he takes his original?

I don't wanna tell you if they would accept a scanned copy of the original or not, but would rather you be safe and I'd say just go for the certified copy as they can see the authinticity of a certified copy since it comes from the civil registar signed and notorized etc.
