As for whether it matters or not....maybe you forgot about the Supreme Court ruling that CO2 emissions are in fact a pollutant and can be regulated....

In a 5-4 decision, the court ruled that carbon dioxide is a pollutant under the Clean Air Act and that the U.S. Environmental Protection Agency has the authority to regulate carbon dioxide emissions from automobiles and other vehicles.

The EPA needs money to regulate anything (or to even EXIST in any form other than a piece of paper). The money comes from the Republican controlled House of Representatives. Get it? If they try to do what the PEOPLE clearly stated they do not want them to do. they will be de-funded and the EPA will exist on a piece of paper only.
