Hi, I currently hold an F1 visa. Since I am married, I apply for AoS. On form I-130 question 16 asks if I'd been in immigration proceedings. Do I've to say yes or no to that?

Almost certainly "NO".

Look at the different categories of "immigration proceedings" below that question - you're supposed to select one of these categories if you answer "yes". Removal, Exclusion/Deportation, Rescission, Judicial Proceedings. These are all BAD things that usually result in you being tossed out of the United States. Unless one of these has happened to you, then you should answer "NO".
