Who gets fingerprinted?

I have been wondering this for a while now. I know that when my fiance finally arrives here, she will have the inkless fingerprinting done as I understand it, but my actual question is, will the US citizen also be fingerprinted as well during the process completing the visa and everything, or is it just my fiance who will be the only one to be fingerprinted? Just curious about what is normal in this situation?

Normally, just the beneficiary, but we have seen cases recently where the petitioner has biometrics done early in the proceedings, usually because of having comitted a crime previously.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
