Visa Bulletin Aug2010 (F2A - March 2009) not sure about other category....

Timeline

hello everyone iam new here and just seeking some help about f2b case. my mother send in my papaers on march 2010. i got a letter august 27 stating that visa numbers are not available for my use. at the bottom of the letter has my case number and all. what does this means??? iam i rejected it also said i will be notify when further consideration can be given to process my application. plz iam worried could someone explain what is going on and how long would it take to get a visa number. thanks :help:
