Valid Vietnamese passport

Submitted DS-230s (my parent are petitioning for my sister and her family to come to the US) to the National Visa Center. They indicated that we are missing a copy of a valid passport for each applicant. To my understanding, if you live in Vietnam and never travel outside of Vietnam, you do not have a passport. Does anyone here with a similar problem? Thanks in advance for your help,

but to get issued a visa to come to the USA they will need passports.... so if they do not possess a passport then how is it expected for them to travel?

Thanks, just got my answer. They have to apply for passports and then submit a copy with the DS-230. Thanks
