Should I send incomplete DS-230?

This is probably stupid, but I am wondering if I should send an incomplete DS-230, thus forcing an RFE. I got an RFE yesterday about submitting the DS-230 packet. My mom's DS-230 form is on its way and should get here either at the end of next week or early the following week. I have been waiting for this for 3 weeks. She sent me one DS-230 form, but she did not sign it properly and then sent me another one, but she printed it in green ink.. Needless to say, I asked for another DS-230 form from her. Anyway, should I wait until I get everything or should I send the packet as is and then mail the missing form as soon as I get it? I am also nervous about whether they will accept her birth certificate (it's very old,crumpled, and there are some smudges on it from the stamp getting wet)and would like to know whether we also need to submit that. Should I wait and send everything in at once, the case may still be delayed if they want a newer birth certificate.

you need to send a certified true copy of it if you think her BC is too old...

and if i were u i will wait for the documents because NVC will give you 12 months to complete it...better no RFE

03/11/10 - Case entered into NVC system, MNL case # assigned

03/18/10 - Sent DS3032 via E-mail

03/24/10 - DS3032 entered into NVC system

03/25/10 - Received IV Fee bill by E-mail, PAID both IV and AOS Fees on-line

03/26/10 - AOS Bill showed as PAID (still waiting for 2009 Tax Transcript from IRS)

03/29/10 - IV Bill showed as PAID (still waiting for mother's documents from the Philippines)

04/09/10 - Sent AOS Package by snail mail
