what do you suppose that in bold means?

That's the interesting question, isn't it? I would be in favor of not affording citizenship to those born here that are still under the jurisdiction of another country - i.e. those born to citizens of other nations who have no residency rights in the US unless not affording US citizenship would leave the new born child stateless. Quite simple concept which is practiced in many parts of the world.

People still don't get it either... the easiest, and least controversial way to reduce illegal immigration in this country is to come down hard & punish those who employ illegal immigrants. They come here for one reason - work. They want to better themselves and their families. They cannot do this without a job.

There are conceivable scenarios where that could happen. Germany, for example, is rather restrictive on granting citizenship to children born in Germany to non-qualifying parents. But it does offer a safety net for instances where a child may end up stateless if born in Germany to parents whose native country(ies) would not grant citizenship to the child because of the circumstances of where and to whom it was born. Very few scenarios that I believe are reasonable to accommodate.
