I-134 isn't required until the interview. The only forms required to file K-1 petition are the I-129F and G-325a for you and your fiance, passport photos, supporting evidence that you have been together within the past 2 years, your letters of intent to marry, And of course the check for payment.

These all get mailed to the Service Center for the part of the country where you live, which looks like will be the California Service Center in Laguna Niguel.
