Packet 3 instructions can be found here -

http://guangzhou.usembassy-china.org.cn/forms_and_packets.htm

yer supposed to send back the DS-230 and the OF-169.

Everything else is to be handed in on interview day.

are you using the GUZ P3 shortcut, or no?

http://www.visajourney.com/wiki/index.php/GUZ_P3_Shortcut

also, have you gotten the NVC Casenumber yet? Starts with 'GUZ'.

If you haven't, call NVC, get a Human, give them yer USCIS casenumber, and they'll give you the GUZ casenumber. Ya need the GUZ casenumber for the other forms.

Good Luck!

re: the title of yer post - you meant 'NOA-2 Approval', yes?

the DS-160 is NOT USED for K-1 visas. DO NOT USE IT.

re: EMS - what? EMS, as I know it, is express mail for China Post.

Since you cannot USE the DS-160, at all,

Strongly suggest you follow the GUZ P3 shortcut, and the OF-169 from the Packets and Forms, links, above.

You can send in the docs via EMS, you betcha.

SERIOUSLY - a K-1 VISA applicant (yer fiance) cannot utilize the DS-160. At All.

FWIW, there was a GUZ chat this year, about it -

see http://www.chinafamilyvisa.com/forum/index.php?showtopic=69&view=findpost&p=26104

for a snippet of that transcript.

Ok, I don’t want to sound to ignorant but made it so far. I received a letter from Bureau of Consular Affairs stating the State Department has received and approved 129F petition. At this time can we complete and send back the DS-230 and the OF-169 with EMS Label before my fiancée receives packet 3?

Thank you for you help

At this time can we complete and send back the DS-230 and the OF-169 with EMS Label before my fiancée receives packet 3? - no, unless there is a timetick for 'P3 sent' at GUZ IV unit.

You need to know the date for the time tick 'P3 sent' at Guangzhou IV Unit.

DOS Hotline knows this date, if the casefile has made it to that timetick.

Suggest you keep calling DOS Hotline, get a Human and inquire for case status, every coupla days.

Please re-read the GUZ P3 shortcut at http://www.visajourney.com/wiki/index.php/GUZ_P3_Shortcut

Also - there is 'timing issue' on this casefile, as well. Suggest you call NVC back, get a human, and inquire as to HOW, exactly, the casefile was sent out to GUZ IV UNIT. You want to know if 1--SafeFile Solely or 2--SafeFile AND DHL. If SafeFile and DHL, expect a wait anywhere from 1 to 6 months, prior to GUZ IV unit receiving the casefile. If SafeFile Solely, expect a wait from 3 days to 6 weeks, and keep checking DOS for 'P3 sent' status.

This 'P3 sent' status, from DOS HOTLINE, is ONLY the date that GUZ records the P3 packet to be sent out - it is never the actual date that 1--it left the GUZ IV mailroom or 2--the date yer lass received the P3 postal mail packet. Once it's recorded as 'P3 sent' - it's another 2 to 10 days before it actually leaves GUZ IV mailroom, and another 2 to 12 days before it arrives at yer lass's address.

Yer approval date was only on the 29th of March - and it takes a long time for a casefile to get opened at GUZ IV unit once it's left NVC, if DHL is involved.

Good Luck !
