Can a visa be denied if you have outstanding debt (Colombia)

We are preparing the required items in Packet #3 and my fiancee is worried that she could be denied a visa because of outstanding debt that has not been paid. She's also worred that if she does get the visa that she wont be allowed to leave Colombia if this debt shows on her record.

Is it possible to be denied a visa or prohibited from leaving Colombia with an outstanding debt obligation?

Don't worry about the debts. The embassy could care less. My wife owed thousands of dollars to 4 different banks in Colombia. No problem. She came up to USA and paid all her debt off from a job in USA.
