Hi,

I am a citizen and my dad is LPR. We want to apply for my brother. I know it will take 10 year with my application and 8 year with my dad's. I want to do both applications, in case something happens. Is that OK?

Yes, a person can have more than one petition on their behalf, you can file for him, and your dad can also file one for him if he is single. As long as your dad is only a LPR, he has to be single, residents cannot file for married children. If your dad becomes a USC, then your brother can marry, but not before.
