Hi,

I am a citizen and my dad is LPR. We want to apply for my brother. I know it will take 10 year with my application and 8 year with my dad's. I want to do both applications, in case something happens. Is that OK?

Yes, a person can have more than one petition on their behalf, you can file for him, and your dad can also file one for him if he is single.
