If I was to go down to the states to marry my fiance, have our honeymoon, and then both of us come back up to Canada to fill out my CR-1 Visa for the states, would that be acceptable? Or would the border refuse access to my fiance thinking she might move to Canada...

It is possible. Your fiancee should bring proof of her ties to the US - ie. job, lease or mortgage, ongoing bills that she is responsible for, proof of enrollment at school, things like this that shows she has ongoing commitments in the US that she is returning to fulfill. It is basically the same for a US partner entering Canada for a visit as it is for a Canadian partner entering the US for a visit - each needs to reassure the border authorities that the visit is indeed a visit. Once you file the paperwork you can both carry a copy of that with each of you as well showing the intent to follow a proper immigration process.
