Renewing passport questions

I've read that when renewing a passport here in the US, you have to apply personally. I am in Ohio and we are under Chicago Philippine Consulate office. My questions are:

1. Is there no exemption about going there personally?

2. One of the requirements is the old passport, when are they going to return it? Will they be returning it together with the new passport?

I just had my passport renewed last September and I am under Washington DC. It says in their site that Applicants should appear personally but they consider my application by mail coz we lived far from Washington. With regards to the second question, yes they will return the old passport to you together with the new one.
