Because specific words have context-dependent meanings.

Wouldn't it be ok to assume that said group (homos and women) in that particular town would be terrorized and fear for their lives if said serial killer were still on the loose?

Then why use the word "serial killer" at all. Surely its superfluous.

Because it indicates a chronology in the killings and a series and a system. This is but one type of terrorist.

Difference between a criminal and a terrorist? Money and motivations.

The DC sniper had demands for money which makes him a mere criminal. His targets were targets of opportunity.

Hasan is a terrorist in that his targets were soldiers and Hasan left a trail of Islamic radicalism just surely as a slug leaves a trail of slime behind.

Then clearly there is no practical difference between Jeffrey Dahmer, Ted Bundy, Charles Manson, Major Hassan and Osama Bin Laden.

Though I am saddened by the loss of life which occurred as a direct result of the sniper's actions, I don't believe in celebrating anyone's death.

I do think the death penalty is wrong.

Before the ones who don't know me jump on me, I'm also against abortion.

It's is similar to the straw-man argument of 'my interpretation of stats' apparently being wrong. Why? In reality, simply because they disagree with them. That is, refuse to accept them.
