I guess I can staple the plastic bags to paper, but what do I use to connect all the pages together?

I used a combination of large paperclips and binder clips. USCIS busts everything up and files them as they want anyways.

Phil (Lockport, near Chicago) and Alla (Lobnya, near Moscow)

As of Dec 7, 2009, now Zero miles apart (literally)!
