From a US immigration perspective, there's no reason for him to go back to the Philippines. His fiancee can file the I-129F for him while he's in the UK. As long as he's legally resident in the UK, they can designate London as the consulate for his interview.

Improved USCIS Form G-325A (Biographic Information)

Form field input font changed to allow entry of dates in the specified format and to provide more space for addresses and employment history. This is the 6/12/09 version of the form; the current version is 8/8/11, but previous versions are accepted per the USCIS forms page.

Also be sure to apply early - While London is usually an easy going consulate, they regularly put non-UK born beneficiaries through AP.

Take advantage of those 6 months to use the visa after issuance. You may find you need every one of them to get through AP.

Just so he can get all the required paperwork from PI for the interview he should be OK. Needs NBI clearance, CENOMAR, valid passport and NSO BC.

Police clearance from UK shouldn't be a problem.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

!! ALL PAU!

This question has been answered in earlier posts. If he is legally resident in the UK, then he can apply for a visa at the London consulate. He'll need all the necessary documentation from the Philippines.
