Dear all,

I am fighting a futile battle over some euros that local (Montpellier) centre Des Impots took out of my bank account.

According to French - American tax treaty...

Article 20

Enseignants et chercheurs

1. Une personne physique qui est un résident d'un Etat contractant immédiatement avant de se rendre dans

l'autre Etat contractant et qui, à l'invitation du gouvernement de cet autre Etat ou d'une université ou d'un autre

établissement d'enseignement ou de recherche agréé situé dans cet autre Etat, séjourne dans cet autre Etat

principalement afin d'enseigner ou d'effectuer des travaux de recherche, ou d'exercer ces deux activités, auprès

d'une université ou d'un autre établissement d'enseignement ou de recherche agréé, n'est imposable que dans le

premier Etat à raison des revenus qu'elle reçoit au titre des services personnels rendus dans le cadre de cet

enseignement ou de ces travaux de recherche pendant une période n'excédant pas deux années à compter de la

date de son arrivée dans l'autre Etat. Elle ne peut bénéficier qu'une seule fois des avantages du présent

paragraphe.

...and this applies to me and I sent the documents to prove it. I came to France for less than 2 years to work as a researcher and I came directly from the US where I have been paying taxes for the last 10 years or so.

However Madam Inspecteur, Service communs, who is responsible for my file thinks that it means I should have paid my taxes to France.

Any suggestions on who I could appeal this to? Some higher up administrator at Des Impots? I am no longer French resident.

Oh, nobody replied, what a surprise! ;)

Ok, I'll try to help you.

First, do you know which tax it was? Incomes or "habitation"?

Because the text you quote is just about the income tax, not the "habitation" tax, which everybody pay as soon as they own or rent a place.

How is it possible they took the money directly from your bank account? Did you subscribe to any kind of a monthly payment program?

Now you can contact your "Centre des impots" by mail to get more information. Well I'm not sure if you already got some kind of a direct contact with anyone there.

Did you get the notification for this tax by snail mail at least?

Now if you want to fight their decision, phew good luck with that, prepare for looooots of paperworks and be patient.
