Since your I129F was sent back to USCIS, a visa will not be able to be issued until the I129F file has been resolved. It has been more than 6 months since you have heard anything on your I129F, so you can put in a service request to find out what is going on with that. I would call USCIS today and put in your service request. Tell them it has been more than six months since you have heard anything.

Waiting.....Waiting....waiting....waiting....and more waiting..........

Do you have a representative working with you on this? Did you ever receive the NOIR for the I-129F? It is true that they won't move forward on the I-130 until something has been resolved on the I-129F. Perhaps the ombudsman could be of assistance to you. That is an awfully long time. My heart goes out to you.
