marriage with permanent resident

Dear friends,

I'm wondering if there's anyone married with Permanent Resident.

My husband applied for I-130 and received by California USCIS on 8 March 2006. And August 2009, I-130 was approved. Few days ago I received a letter from NVC informed that my case # already changed from WAC.... to JAK....

It only said that I just wait, visa numbers are not presently available for my use because this delay is that there are more applications for visas than there are immigrant visa numbers available under the limitations prescribed by law. I will be notified when further consideration can be given to processing my applications for immigration.

My questions are what is the meaning of that letter? what is next step after I received that letter?

There are only a certain number of visas allowed by law per year for this category (marriage visa for spouse of LPR). It looks like this path results in a 3-4 year wait between filing and receiving the visa.
