On the I-864 Instruction it says

"Although USCIS does not charge a fee for this form, the Department of State does charge a fee of $70 when the Affidavit of Support is reviewed domestically."

1. So the check will be payable to U.S. Department of State" .... is that correct?

2. We are submitting (1) I-864 from the principal petitioner/sponsor ; (1) I-864 and (1) I864A from joint sponsor. Is the Affidavit of Support fee counted per intending immigrant or per number of I-864 forms submitted? So will that be one or two $70 fees?

No. Read carefully. The "Department of State" charges a $70 fee. You are submitting it to the USCIS which is NOT the Department of State. This form is used for many types of visas. For AOS there is no fee for the I-864
