I am wondering if your RFE had a deadline that you missed by not getting the letter promptly. If so, that's an issue you will have to work out. If you don't reply to an RFE by their deadline, they can deny your case because they don't have enough information to approve it.

I'm going to explain tax returns and transcripts in a simple way.

Tax return: Includes things like the form 1040 and sometimes more pages that might be Schedule A, B, D, etc. It's all the forms a person has to fill out to send to the IRS to file. Some people have a lot of pages, while others have an easy return. Part of filing is attaching any W2 forms to the front of the tax return. A W2 is the form that every employer sends out in January to their workers that shows how much they were paid during the whole year and how much was kept out for taxes. Most often they are small pieces of paper or like a card. It will have the name and address of the employer or business on it. USCIS wants to see the W2 as proof that you did earn what you wrote on the tax foms. Anybody could get a blank tax form and make up numbers to put on it for USCIS. The W2 is the extra proof.

Tax transcript: The IRS has a record of receiving your tax documents. They also got your earnings report straight from the employer. They can do a print out (transcript) of the numbers important to your tax file. The USCIS takes that with nothing else because the IRS is verifying the earnings part and the tax return is all correct.

You can send either thing.
