Embassy taking its time sending packet 3

So the NVC sent my case to the Japanese embassy over three weeks ago and they have not sent us our packet 3. Unfortunately, the embassy in Japan requires you to pay $20 per phone call or e-mail inquiry related to visa matters, and you don't even get to speak to somebody at the embassy, you get some person at a call center (not unlike a mini USCIS, and just as unhelpful). I called and argued with somebody last Friday until she made an inquiry to the embassy, which they replied to on Monday by telling me that they have his petition and are still 'processing' my fiance's application. Looking at the other K-1 Japan timelines, most people got their packet 3 in about a week after the case was sent by NVC.

I'm not exactly in panic mode yet, but I would like to know if anything can be done to get the embassy moving on this case. Should I get ready to contact my senator/congressperson about it? While arguing with the lady at the call center, I was also told that he can not send his 230 before he gets the letter from the embassy, nor can he get his medical, nor can he get his police records. So we're stuck here until they send us something.

Do you have your case number from NVC? If not call NVC with your NOA2 case number and ask for the NVC case number (which will be the same as the Embassy case number). With that number in hand you can call the Embassy/Consulate and ask them if your case is already there. If affirmative you can mail packet 3 without ever having received it. Just go to the guides and download all the forms you are supposed to send as part of packet 3 and just print them out, fill and send to the Embassy. Then you should receive your packet 4 with interview date even if they never sent Packet 3.

Lots of VJers have sent their packet 3s before they actually received it without any issues (me included).

Thanks for the reply, I wasn't sure if anyone else had issues like this so I thought I might as well ask.

So regardless of what the lady on the phone said, he could have sent his packet 3?

Apparently, he got a letter from the embassy yesterday but he can't really read it. He tried to read parts of it to me but it sounds like it might not be good news. Something about wanting him to send evidence of relationship and possibly taking several months to verify something? I thought he was supposed to take evidence of relationship in person to the embassy for the interview. Unfortunately, I won't know what is actually in the letter until he gets a chance to get home and type it out and e-mail it to me. Has this happened to anyone else?
