i am in virginia.

and i have no idea where to get a course from.

i am totally new here and have no idea at all.

please explain a little

Are you married to someone in the US? - In that case, they can help you with these logistical items.

Are you working here on a visa? - In that case, your employer probably provides some help settling in, ask them.

Are you here as a student? - In that case, ask fellow students who just moved here.

I believe he came as a brother of a USC or something like that. None of the options you put would fit his situation. He needs to start actually reading the guide for new immigrants.
