Your wife's parents must apply for US visitor visas on their own. You and your wife cannot file visa applications for them. They have to show they have sufficient funds to visit the US and overcome the presumption that they will be illegal immigrants. Since the US does not have an embassy in Iran, I have no idea how they would even apply for one. They may want to check in with the Swiss as they represent US interests in Iran.

Your wife has to be US citizen in order to apply for immigration visas for her parents. She cannot do it while she is a greencard holder. You cannot apply for them because no one can petition for an in-law.

Your wife just received her permanent resident card. She needs to wait until she obtains her citizenship. Then she can apply for her parents to immigrate here. At this point she can send them a "davat nameh" stating that she wants them to visit her (invitation letter). They would then have to apply for a visitors visa in either UAE or Turkey. They usually grant visitor visas to parents, especially when the parent still has a child in Iran (is that true of your in-laws?). Make sure they DON'T overstay their visitors visa, because if they do, the chances of them being able to immigrate once your wife becomes a citizen is MINIMAL.

Hope that helps!
