Who submits DS230 form???

Hi,

I'm going to be the Agent for my parents (Vietnam) in the I-130 process.

Should I or my parents submit form DS230 when asked for? Do we submit the forms to NVC or the US Embassy in Vietnam? are my parents supposed to sign form DS230 during the interview with the US Embassy?

Please advise. Thanks.

Timeline

When the time comes your parents submit a DS-3032 to make you agent, however they need to fill out the DS-230 and sign it, and send it to you along with the required documents, and you send everything to NVC when requested to do so by NVC.

Parents can email the DS-3032 to NVC when it is required.

Just submitted the DS-230 for my brother in Vietnam. I called him up and filled it out with the information he gave me. He does not read English so it would have been futile for him to try to fill it out himself. I have Adobe Acrobat Pro, so I was able to save the PDFs and e-mailed it to him in Vietnam. He printed out the DS-230 and signed part 1 (part 2 is signed during the interview - so don't sign it). He mailed it to me by priority mail (650,000 dong - 5 days to get here). I reviewed it and then submitted it to the NVC with all the supporting documents with English translations.
